    The Talent Acquisition Program Manager is a highly visible role that is responsible and accountable for creating, implementing and leading initiatives that enhance and support Horizon’s talent acquisition strategies and needs.  The position is responsible for the successful development, implementation and management of talent acquisition programs and initiatives that support Horizon’s business and growth strategies and result in the assessment of needs, identifying and building the pipeline of talent, execution of successful full cycle hiring process through on-boarding as well as on-going assessment and measurement of the success of programs. 
     

    Manage the recruitment life cycle for sales, operations and leadership positions for all of Horizon Solutions. Overall responsibility for Horizon’s college recruiting programs and results.  Responsible for proactively sourcing, screening and developing relationships with high-quality talent for the organization. The Talent Acquisition Specialist is expected to utilize external and internal sourcing and prospecting tools as well as professional contacts and networks to find experienced sales, technical, operations and service candidates, some with niche skill sets. 
     
    Partner and collaborate with hiring managers and executive leadership to understand their group’s short- and longer-term objectives, team dynamics and staffing needs.  Develop understanding of hiring needs.  Coordinate and participate with interview teams, utilization of screening and assessment techniques and tools, negotiate offers and successfully close candidates.
     
    Responsible for a structured, qualitative full life cycle recruiting process and for the development and execution of systems and tools that enhance quality, timely hires and increase organization collaboration throughout the process.  
     
    This is a hybrid role that, during times of limited talent acquisition activity, may act in an HR generalist role and back up providing day-to-day Human Resources leadership and services to employees and management.  In the Human Resource generalist role, this position leads and participates in the evaluation and enhancement of processes, procedures, systems and programs that positively impact the alignment of employee skills, talents and interests to best serve our customers, support Horizon’s strategies and objectives and meet employee’s growth needs.  This position will recommend, design and/or assist with the implementation of changes that foster an environment of continuous improvement, increased staff and management effectiveness, profitability and increased employee satisfaction. 

    Major Duties & Responsibilities

    Lead and manage the full cycle and on-going recruiting process for both internal and external candidates.  Act as the staffing and talent acquisition expert and consultant in the development and implementation of recruiting strategies and approaches.

     

    On-going assessment of effectiveness and ROI of programs for both experienced recruiting and college relations.  Maintain vendor and college relations; continuously review return on investment and make changes for improvement.

     

    Collaborate with Management to forecast and develop plans for key staffing initiatives, including tracking and reporting key metrics, understanding short- and longer-term staffing needs and plans.   Proactively pursue staffing program and resource execution to fulfill needs proactively as well as on an as-needed basis.

     

    Responsible for creatively sourcing (nationally), screening, interviewing, assessing, selecting and extending job offers to qualified candidates. Function as the search expert for functional areas by understanding functional hiring needs, position specifications and search requirements, utilizing the best resources and tools and.  

     

    Continuously develop and utilize effective recruiting resources including social media, job boards, industry groups, search firms and passive searches to source candidates.  Develop networks and processes that support and result in a strong pipeline of qualified candidates and ensure decisions can be made in a reasonable time frame after approved staffing requisition.  Leverage experience using innovative research & sourcing methods to identify and hire for niche areas and ‘hard to fill’ roles. Manage contracts and agreements associated with recruiting resources. 

     

    Work with hiring managers to document position requirements and pre-screening criteria, clarify needs and locations, review business plans and manager return on investment plans, develop placement/fill options (i.e. remote workforce options) and create internal and external communications and opportunity marketing.

     

    Screen, interview, assess and recommend candidates based on Horizon’s values, culture and identified job requirements as well as career aspirations and technical capabilities for a broad variety of leadership, technical sales, operations and support openings throughout the Northeast.

     

    Develop candidate pools for leadership roles by leveraging various internal and external candidate databases as well as social media sourcing tools, networks and agency relationships.

     

    Responsible for the overall college recruiting effort for internship and associate hires.  Develop relationships with colleges, universities and technical schools and alumni services and association leaders. Develop recruiting displays, resources and process.  Coordinate and participate in on-campus events, candidate follow-up and coordinate the selection and interview process for potential college hires.  Develop ongoing relationships with candidates to attract them to Horizon Solutions and maintain their interest in the company throughout their college career and within 5 years of graduation.

     

    Collaborate and coordinate with hiring managers and interview teams to move candidates through the interview process as smoothly and quickly as possible. Ensure coordination between the scheduling needs of candidates and interview teams. Manage internal referral program and college recruiting relationships and process. 

     

    Participate on most interview teams either electronically or in-person.  Facilitate round-table review and feedback from interview team relative to requirements and weighting.

     

    Negotiate potential offers and successfully close candidates, coordinate post selection screening and background checks and maintain momentum with candidate through first day of employment.  

     

    Offer recommendations for process improvements to move our team toward a best-in-class recruitment model.

    Qualifications

    This position requires a Bachelor’s degree or equivalent combination of education and experience in Talent Acquisition, Human Resources or related discipline.  Previous experience in a talent acquisition role with overall responsibility for staffing and sourcing strategy and management of recruitment and selection in a technical and/or sales environment preferred.  iCIMS experience preferred.

     

    Strong planning and leadership skills, collaboration and teamwork skills and experience required.  Previous experience in a technical sales or distribution environment preferred

     

    Proven track record of continuous process improvement, positive leadership of others toward goal accomplishment, required. Participation in a multidiscipline management team, preferred.

     

    Previous experience in strategic program design and implementation, project management, consulting services experience required.

     

    This position will require overnight travel and requires that the incumbent maintain a valid driver’s license.
